63% of Troutdale voters who cast their ballot for the May 16th election gave the Troutdale Riverfront Renewal “Full Vision Plan” a strong thumbs up! City Council had placed the question of support for the Full Vision Plan on the ballot after receiving a strong recommendation from the eleven member Ad Hoc Downtown Redevelopment Committee. With this vote, Troutdale citizens have accepted the vision of redeveloping the former Sewage Treatment Plant (STP) site and adjacent property into a retail, residential and recreational showcase for Troutdale.
Troutdale Urban Renewal Agency Created:
The seven members of the Troutdale City Council will serve as the separate sevenmember Urban Renewal (“Agency”). The Agency will hold its first meeting on June 27th at 8 PM at Troutdale City Hall. The Agency will discuss forming an advisory committee and will review sample by-laws.
Key Elements Affecting the Redevelopment Project Timelines:
Complete Disposition and Development Agreements (DDA) with Chelsea Corporation (Mall Owner) and Eastwind Development, LLC to secure new road access and provide for the expansion of the Outlet Mall.
Relocate the City’s Parks and Facilities operations currently located at the STP site.
Contract for the demolition and clean-up of the former STP site.
Complete a legal description for the alignment of the access road under the Union Pacific Railroad’s Sandy River Bridge.
Complete Request for Proposals (RFP) and negotiate a contract with the selected firm for the redevelopment of the eastern portion of the Riverfront Renewal site.
These five key elements are an example of the complexity of the project. The City’s goal is to begin activity on the site by summer 2007.
