General Information

The urban renewal agency was established on January 24, 2006 with the creation of Troutdale's first and only urban renewal district. This district encompasses approximately 48 acres in the downtown area of Troutdale comprised largely of the City's former sewage treatment plant site. The district was formed as a financing tool to attract quality private development to this challenging target area. The agency collects tax increment from properties within the urban renewal boundary to be invested on public infrastructure projects that increase the attractiveness for desirable private development. The urban renewal agency makes policy and financial decisions related to development of the properties within the district that are consistent with the adopted urban renewal plan. Members of the Troutdale city council serve as the urban renewal agency but act as a separate body from the city council when serving in that capacity.
